LIBER supports the initiative of the Frankfurt Group, a group of rights holders and librarians, which has made a joint statement to the European Commission on the application of VAT to Electronic Information Services.
LIBER is working with the Frankfurt Group, EBLIDA and the European Commission to find a means of lowering the effects of the level of VAT on electronic publications.
LIBER's President, Hans Geleijnse, wrote to the European Commission on the mitigation of VAT rates to encourage the European Information Society. The Commission's reply gave some hope that the VAT regime in Europe would be re-examined.
Other European and national bodies did likewise and UNICA (Network of Universities from the Capitals of Europe) received a response to their submission, which is of general interest to all those who are interested in the question of VAT on digital products and services.
