“A digital world of opportunities” is the title of the speech (SPEECH/10/619) given on 5 November 2010 by Neelie Kroes, European Commission Vice-President for the Digital Agenda, at the Forum d’Avignon – Les rencontres internationales de la culture, de l’économie et des médias Avignon.
In her speech, Neelie Kroes’s position is that “we must look beyond national and corporatist self-interest to establish a new approach to copyright. We want “une Europe des cultures” and for this we need a debate at European level”.
According to Kroes’ speech, the Commission is to make legislative proposals on orphan works and on the transparency and governance of the collective management societies in order to re-examine the problem of divergent national private copy levies. The Commission will also be looking into multi-territorial and pan-European licensing.
