LIBER’s Response – Public Consultation on the ERA Act

LIBER Europe Contribution to the Public Consultation on European Research Area (ERA) Act.

Between October 2025 and January 2026, the European Commission held a public consultation to gather feedback and evidence on the problems surrounding the development of the European Research Area (ERA) that can be supported by EU-level legislation. To amplify libraries’ voices in the consultation, LIBER launched a Call for Action in January 2026, encouraging member libraries to submit their own feedback. The call was supported by a response template outlining challenges and solutions relevant to the ERA Act.

The Public Consultation response submitted by LIBER underlines the need for harmonised legislation to allow access to knowledge and data for researchers – to support knowledge exchange and valorisation, as well as enable more flexible public-private collaborations and partnerships. The contribution brings together input from experts from across LIBER and our partners: LIBER Artificial Intelligence and Rights & Values Taskforces and Copyright & Legal Matters Working Group, as well as the focus group (LIBER-IFLA-SPARC Europe) that prepared the Key Arguments for the Call for Action.
