From deals to cost distribution: How libraries share and manage the costs of national-level (transformative) open access publishing agreements

National-level transformative agreements are not only advancing open access; they are reshaping how countries organise and direct their investments in scholarly communication. As communities move beyond subscription-based models—whose opaque legacy cost structures do not align with the financial realities of open access—libraries are called upon to take a leading role in managing this transition.

This joint OA2020–LIBER webinar will present perspectives from different European countries on how the costs of national OA agreements are being shared, distributed, and governed. Speakers will outline the approaches their library communities have to take to redesign cost-sharing mechanisms, align budgets with OA objectives, and how they expect to balance the need for cost savings with financial responsibilities and emerging priorities–such as open research information goals, data privacy, and beyond– in national-level negotiations.

The session will provide practical insights into how library communities are adapting their investments through national agreements and preparing for the next phase of coordinated action toward a sustainable, fully open scholarly communication landscape.
