Introducing the LIBER Action Plan on Improving Access and Reuse of Research Results

The European Commission’s “Improving Access to and Reuse of Research Results, Publications and Data for Scientific Purposes” report from May 2024, highlighted that research and research libraries are impacted a complex web of laws and practices which confuse and block normal library and research activity. This webinar will introduce LIBER’s “Improving Access and Reuse of Research Results by Addressing Copyright and Data Legislative & Regulatory Issues” Action Plan which set out to address some of the barriers presented by the report.

With funding from KR21 Project and led by the co-chairs of the Copyright & Legal Matters Working Group, LIBER undertook a project to translate this comprehensive report into an action plan for research libraries to help tackle some of the challenges libraries and researchers face when accessing and using research outputs, research materials and research data. The Action Plan includes steps focusing on Open Access and Open Science activities such as rights retention and secondary publishing rights, licensing terms for electronic resources, copyright exceptions and limitations, and AI and data mining challenges.

We will hear from some of the contributors to the Action Plan as they guide participants through the 35 steps suggested to help libraries overcome the obstacles to research and library activity.

Get to know the speakers

  • Susan ReillySusan became the Director of the Irish Research e-Library (IReL) in 2022. Prior to this she worked as part of UCD Library’s Executive team. Susan has spent most of her career working in and with research libraries on emerging issues and services such as digital libraries, open research and research data management. She Co-chairs the LIBER Copyright Working Group, is a member of the IFLA Open Science Steering Committee, and is on the Policy Committee of Knowledge Rights 21. 
  • Alex Fenlon – Alex is the Head of Copyright and Licensing at the University of Birmingham working to support researchers, lecturers and students to overcome the myths and challenges they face when encountering copyright related issues.  Alex supports University’s strategic objectives contributing to the shape of library and institutional policy and practice, especially in relation to AI, Open Science, and digital scholarship.Alex currently co-chairs the LIBER Copyright and Legal Matters working group, engages with RLUK’s Digital Scholarship Network, and other related fora to enhance knowledge at a national level, helping individuals overcome copyright concerns.
  • Judith Ludwig – Judith works as General Counsel and License Manager at Technische Informationsbibliothek Hannover. She is a theoretically fully qualified German lawyer (iur. Ass.) and holds a Master’s degree (LL.M.) in Media Law. Acting in the capacity of the German National Library of Science and Technology, as well as architecture, chemistry, computer science, mathematics and physics, the Technische Informationsbibliothek – Leibniz Information Centre for Science and Technology and University Library provides academia, research and business with literature and information. Its remit is to preserve recorded knowledge and to provide the latest information, both now and in the future, irrespective of the time and the place. TIB is actively engaged in promoting Open Access and thus supports unrestricted, free access to scientific information. In its capacity as a University Library, TIB ensures that all faculties of Leibniz Universität Hannover are supplied with information. She also Co-chairs the LIBER Copyright Working Group
  • Maurits van der Graaf– Maurits is consultant at Pleiade Management & Consultancy and is specialised in libraries and scholarly communication.
