LIBER Licensing Principles for Electronic Information (1998)

A set of principles, or guidelines, was formulated by LIBER in 1998 for use by European research and national libraries in dealing with publishers in connection with electronic journals and licensing issues.

They are available for use by libraries and purchasing consortia who wish to maintain a robust stance in such commercial dealings.
