Introducing the Action Plan for Open Repositories in Europe: IMPACT-REPO
March 12, 2025 – Today LIBER, OpenAIRE, SPARC Europe, and COAR are publishing a plan of action to strengthen and future-proof research repositories in Europe.
A robust repository network is key for safeguarding Europe’s research legacies to facilitate new knowledge generation and advancing scientific excellence in Europe. And while currently, Europe has one of the most well-developed networks globally with hundreds of repositories, there are low levels of awareness about their important role in the ecosystem.
The IMPACT-REPO action plan aims to address this lack of visibility by articulating four key portraits of the role of repositories: Repositories for impact, inclusiveness, trust, and innovation.

The IMPACT-REPO Action Plan was developed based on a comprehensive survey, conducted in 2023, and followed by a community consultation undertaken in 2024. The current Action Plan represents the culmination of over two years of work to document the current state of repositories in Europe and identify key roles and functionalities for the future.
The Action Plan illustrates the key contributions of repositories in open science. It was designed to be disseminated and reused by any organisation or repository network in Europe who wish to promote repositories in their local context. Therefore it is available in an editable format, allowing you to add your logo or translate the text into another language. Please feel free to use it in your own local context.
