LIBER Joins European Organisations on Call to Strengthen Open Science Policy and Practice

LIBER is pleased to join ALLEA, EIFL, IFLA, OPERAS, and SPARC Europe on the call for a coordinated approach to advancing Open Science in Europe. 

The joint statement is shared on behalf of thousands of European universities, research-performing organisations, libraries, and academies of sciences and humanities. In light of the consultation on the European Research Area (ERA) Act, the statement reflects on the current state of Open Science and identifies the key legal, financial, and structural barriers that still prevent Open Science from becoming the equitable and sustainable standard across European research – and what policymakers and practitioners can do to address them. 

The call outlines seven focus areas: 

  1. Equitable and sustainable access to Open Access and other research outputs 
  2. Rights, legal clarity, and harmonisation 
  3. Research data, FAIR, and capacity 
  4. Open Science for innovation, security, and AI 
  5. Inclusiveness, multilingualism, and societal engagement 
  6. Open, federated, and sovereign infrastructures 
  7. Incentives and research assessment
