EOSC Stakeholders Open Consultation: Help Shape the EOSC Rules of Participation!

The EOSC Stakeholders Open Consultation was launched on June 11th by the High Level Expert Group together with the EOSCpilot project during the 2nd EOSC Summit in Brussels.

The High Level Expert Group report Prompting an EOSC in practice discusses the minimum criteria to make the EOSC a viable ecosystem and the rules of participation for EOSC actors.

The open consultation platform is hosted by the EOSCpilot project and provides a forum for discussion on the EOSC Rules of Participation and a facility to rank, vote and discuss the three sets of Recommendations (implementation, engagement & steering recommendations), that the EOSC High Level Expert Group presented during the EOSC Summit and which will guide the practical development of the EOSC.

A light form of registration is in place, in order to prevent anonymous submission, but without taking too much time to complete by the stakeholder participants. Stakeholders may participate multiple times to the discussion threads, but only once in the voting area.

LIBER, as a major stakeholder of the EOSC and as a participant in the EOSCpilot project, endorses this initiative and encourages its members and community to participate in the consultation.

Open Science is at the heart of LIBER’s 2018-2022 Strategy. Since the launch of the strategy last year, LIBER has been contributing to shaping the EOSC in ways that could inspire the community in their participation to this open consultation.

In September 2017 LIBER issued a Statement welcoming the EOSC as a main driver in the process of implementing Open Science in Europe, endorsing the EOSC Declaration in its principles and committing to align its activities with the EOSC in some key areas, some of which are particularly important with respect to the EOSC rules of engagement and the recommendations of the HLEG report.

Discussions in the research libraries’ community on the EOSC were organised by LIBER in November 2017 at the first EOSC Stakeholder Forum in Brussels (Soapbox session for Intermediaries, Research communities & Libraries) and in Barcelona at the 13th International Digital Curation Conference (How Research Institutions and Libraries can help deliver the European Open Science Cloud). A follow up workshop on Research Institutions and Libraries and the Role of Funders in the European Open Science Cloud will be held on July 4th 2018 in Lille during the LIBER Conference.

Finally the EOSC has a significant role on the Open Science Roadmap that will be launched at the LIBER 2018 Conference in Lille.

Research libraries are a key player for the development and implementation of the EOSC in roles that make Open Science firmly grounded in their existing operations and longstanding traditions:

  • The societal obligation to make knowledge available to all;
  • The mission to be a sustainable place for knowledge, where generations of researchers find reliable reference;
  • The culture of collaboratively organizing a global scheme for knowledge discovery, access and sustainable preservation; The experience to locally operate large, digital enterprise systems for knowledge circulation over decades and network them up to a global scale;
  • The commitment to engage in personal interactions with people “on the ground”, in order to support high-quality services.

By joining in this consultation you can truly and actively contribute to the shaping of the EOSC Rules of Participation.

The EOSC Stakeholders Open Consultation will be open until August 5th 2018, upon which the results will be analysed and will feed into the initial Rules of Participation, due to be released on November 23rd this year. The final Rules of Participation is stated to be released in the 3rd quarter of 2019.
