Alex Fenlon

Alex Fenlon leads on copyright and licensing at the University of Birmingham, supporting the use of research content in teaching and research.

His work focuses on enabling responsible access to materials, advising on text and data mining (TDM), and navigating the legal and contractual landscape surrounding scholarly publishing and AI. Alex is also a member of LIBER’s AI Task Force.

He has a particular interest in the intersection of copyright, open research, and digital scholarship, including secondary publishing rights (SPR), licensing models, and the impact of legal exceptions on research practice.

Alex contributes to the development of open research services and support, working collaboratively across the institution and with sector networks to inform policy, guidance, and service design. He is an active participant in organisations such as LIBER, RLUK, and the UK LACA.
