Axel Klinger is the technical coordinator of the Lower Saxony OER portal https://twillo.de and the international OER Search Index https://oersi.org with focus on OER in higher education. They are bringing together distributed heterogenious repositories to harmonize metadata and make them searchable in one place with the option to integrate the OERSI search into insitutional websites.
